Copy and paste settings folder from ah2 file directory into ah3 file directory

Do not copy the whole folder over.  That's only for a new installation of AH2. For the Beta see Skuzzy's sticky post that BowHTR linked.

Just delete your beta settings folder and the beta will create a new one, then you can copy the .JSM and .KMP files from AH2.

Is it necessary to delete the AH3 settings folder first? Skuzzy didn't mention that. I just copied the .jsm, .kmp, and .hsp from AH2 settings to AH3 settings and I believe it replaced the files in the AH3 settings folder. As far as I cant tell, that worked.

Normally it isn't. In this case Dolby has also replaced some other file types than the ones you mentioned. Deleting the Settings folder in this case is for resetting the original AH3 settings before copying the .jsm, .kpm and .hsp files into it.
