I'm just going to pretend they are glowing hot from reentry and that's why they are bright objects and not dark (like a bomb or artillery shell).

Exposure length cant be hardly any time at all otherwise the waves and clouds would be nothing but a blur depending on the speed and motion.

Given they can travel 4 miles/second at sea level, the exposure length to stop the waves and clouds wouldn't be an issue. 1/60s would be more than enough, even 1/120 might do. For what I found about the image, I couldn't find the camera information. In one source it said "time exposure". The oldest source from where Wikipedia had downloaded the image wasn't accessible any more.
