Frame rate flucuations

Ever since  the skins started downloading my frame rate fluctuates between  35-60 making my picture jump alot. Is there anyway to stop the skin downloads? They have been DL for days now. How long does it normally take to DL them all.

The option can be turned off in the hangar.
