The problem I ran into was that even after mapping them they would not work in the game (AHIII DX11), but after ending flight and re-launching they were fine.

Importing the settings from AHII was partially successful, and caused confusion in the mode settings I had already established. In the end I went through setup from the very beginning and completed them all over again.

I heard someone mention this and we got into a discussion about it.
I noticed that the rudder does not seem to move from external view in some bombers, B-17s, Ju88s were two that I remember.
And  :frown: just noticed this is in wrong forum and should be in DX11 bug report.
Far too many, if not most, people on this Board post just to say something opposed to posting when they have something to say.

It occur in the jug, K-4 and A6M.  All in the DX11 and DX9. So I tried it in AHII they work.

Try renaming your settings folder and remapping your controls.

Hmmm, manually built the rudder input through controllers and it inputs fine. Then I copied from the AH2 config file the lines for Rudder with my scaling info into the AHIII config file. Rudder works fine in all my planes or anything else I steer with the rudder pedals. I know, this is stone age old school for games like building autoexec.bat files and config.sys files to load CD players and get games to run. But, it works and I don't have controller problems.

You can always look in the joystick.jsm, throttle.jsm and peddles.jsm files with note pad and compare the input lines as a trouble shooting aid.
