An NVidia 730 card is going to struggle to keep up in AH3.  Not much we can do about that.  It is slightly slower than the minimum required 9800GTX.

You cannot go by one benchmark.  It is highly limited in scope.

Since the update, I've endured the micro-freezes.  But also, total freeze requiring a reboot of the pc.  Twice in the past 15 minutes.

Benchmarks are just for getting a rough idea about where you're at. The Passmark list is good for that because it lists about every card ever having been on the market.

As for the GT 730 and 9800 GTX+ being even, the chart doesn't tell what the score consists of. Knowing that the GT series are meant for multimedia and the GTX series are aimed more or less for gaming it's obvious that the sub-scores of the various tests included in the benchmark may vary a lot despite the total being equal.

As a rule of thumb I wouldn't consider any card on the Passmark mid range list AH3 compliant. Agreed, the 9800 GTX is on top of that list, but as has been said it's the baseline card. That means mostly single digit FPS, reaching playable rates only in the open sky with no clouds or enemies around. In my opinion the AH3 capable cards are among the top 200 in http://www.videocardbenchmark.net/high_end_gpus.html, again read with caution, seeking more details about the cards that look promising for your budget.

Initially after reset two days ago and patch, no freezes.

Yesterday, freezes aplenty. 

Getting frustrated in that we did NOT see this in the beta.

I have now since upgraded to an EVGA GeForce GTX 960 4GB SSC GAMING ACX 2.0+  with this card I am running steady 60fps with no drops in framerates with most details turned all the way up, but now have a worse problem then drops in framerate.

Uninstalled all previous drivers for the 730 card and installed the latest drivers from EVGA. Now instead of frames dropping to 1 or 2 it now crashes to desktop. This crash has always happen after a long period of time firing the 8 inch guns. I have not had this happen while flying only using the large guns never in the other guns on the ships. When the program freezes it still shows 60fps at lockup with sound still running. This holds for about 5 seconds then CTD.
 
It reminded me of the OLD days when a game had a problem releasing memory and it ran out, and the machine locked up. But now at least you don’t get, the Blue Screen of Death.

The machine has 16 Gigs of DDR4 memory so if this is the problem, it would be like calling the hole in the Titanic a leak.

I don't know how to determine things like that, but I have noticed that the problem seems to build the longer the game runs.
