I use eset and get stutters.
Is it possible to go remote to one of our pcs..
And watch what is happening when we play..

Interesting FPS seemed steady at 59....but looked like  you were sub 30 FPS from watching the screen.

I don't get these, just the micro freezes.

Ack-Ack  Are you running DX9 or DX11?  I see stutters in DX11 but not in DX9.

We need the pair.  Chances are, the issue will not show up in the regular film, but the regular film gives us details about what was going on at the time it occurs.
