The haze layer comes through as if it were above the water when you are at high altitude. Here I am at about 29k looking down at the water on Buzzsaw. The haze layer is drawn above the water when I look forward and down. If you are in your bombsight the haze will obscure the forward view if you are zoomed in on the bombsight, but outside view also has the issue as you can see.
