How should the system know he's a friend and expecting a certain 'flair'?Unlike being on a squad channel, you can PM anyone and get unsolicited PMs by anyone.
Because the system cant decide whether your "friends" chatting, or someone being an A hole, ALL PMs and other "public" messages are controlled. Squads, well your suppose to know what your getting into so you get a pass.
Nobody's spying on your PMs .... nobody's in 'your business.' But then, this isn't your business. It's HT's. Since minors can play this game then a word filter was programmed. Nobody can PM a string of vulgarities to other players.

The problem isn't you talking privately to your friend. It's the PM sent to abuse somebody that's a problem.You aren't the target you're collateral damage.
The point is, if the filters were NOT there you could send an PM to 12 year old laced with profanities. The system can't decide if your a friend or a predator, so ALL are filtered.
