There is no way you are going to get Aces High III to run on that computer. I am sorry, but it is just to resource limited to run the new game.
Even with 4GB of system RAM it would be taxed. Windows XP requires a lot more DX resources (twice as much) to run than Windows 7, or later does due to how Windows XP had to make two copies of everything in order for DirectX to work. I would hate to suggest getting the extra RAM and then it not work.
That computer looks to be about 13 years old, just looking at the BIOS date and knowing that CPU shipped in 2003.
If you installed Windows 7, and included a system RAM upgrade to 4GB, then it would probably work, at reduced settings, offline. Windows 10 might work on that system but Microsoft has been pretty emphatic that older hardware may not be supported. Even then, you would need to go to 8GB of system RAM.
After adjusting all the graphic options to their minimums, offline, it might have a frame rate of 10, or so as the video card is really too slow to run the game well, assuming it is a 4670, and not a 4650.
Lastly, we did not just spring AH3 on everyone. We had been talking about, publishing videos about it, and in open Beta for well over a year before we released it. We did everything we could to give everyone time to find out how it would run on their computer. I am not sure what else we could have done.
