yes they will take of as soon as they have enough lift... does not matter if the runway spins or not.
might be a lil problematic for landing tho...

Well I can tell you this. Theres a lot more then 3 airplanes taking off/Landing at any one time at a major airport during peak times. Tho this would have a lot of plus's to it, most of all no airplanes crossing runways and taxiways. And  even more important, no vehicles. Just one vehicle making a wrong turn on to an active runway or taxi way can gumm up the schedule for hours.

Im just not sure this type of runway could handle the traffic tho.

Airplanes drive very poorly.  It might be a challenge keeping a few hundred thousand pounds of airplane under control on a slick side slope.

You could bank the track.

That might cause difficulties on rotation, but how will we know until we try it?

Yes the runway would have a progressively increasing bank. You start on the inner flat part, then as you accelerate centrifugal force will make the aircraft gradually and naturally climb the bank with little or no control input required.
