Nope, the D3A is a bomber and it can take a single 250 kg bomb plus two average sized rocks. Far less than most jabos. Bomber icon has nothing to do with bomb load.

Add cannons to the stuka and it has no longer a bomber icon.... (same for the mossie)

you better check again, The Stuka D3 is classified as Bomber/Attack.
now if we had the JU87-D5 had 20mm but would still be considered bomber/attack.
the TU-2's are classified at bomber/attack and have 2 forward firing 20mm cannons.

You are saying that the Ju 87G-2 is classified as Bomber/Attack?

now the OP did not specify D3 or G2
G2 is classified as attack. never noticed if it has a bomber icon or not.

but I will agree if he is talking about JU87-G2 then it shouldn't have bomber icon

Then why should the D-3 have it? Its the same plane but one have cannons under the wings.. And the only thing that differs the Stuka from a fighter is the dive brakes, it can dive in a steeper angle but other than that its like a fighter, just a lot worse. you point the nose at the target and use the gun sight to bomb.

Take an F6F with 2 1000 lb bombs - get a fighter icon.  Take a D3A with a single 250Kg - get a bomber icon.  Radar contacts need to be classified by their SIZE alone - the radar operator gets a reflection based on size, not payload or armament.

Radar operator get a very very rough estimate of size and even that is a "radar cross section" and not real size. It varies wildly even with a small change of aspect angle.

A radar operator can usually tell a formation from a single plane even if the planes are flying a close formation - depending somewhat on the formation size and its orientation relative to the radar. It makes most sense, both from realism and gameplay aspects to tie the bomber icon to drone formation - if you had the formation tick box ticked in the hangar you get a large icon, otherwise you get a small icon even if you fly a single lancaster.

4-engine planes should be singled out with big radar signatures imo, else we will see high single b29s, as fighter size targets, that do quite some damage with their bomb load.
My ammo last for 6 Lancasters, or one Yak3.
