patch not downloading

Hi,
The patch doesn't seem to want to download. Is there somewhere I can manually download it?
The update prompt and downloading window pops up, but no file xfer, so it's looping.
According to the header I'm on 3.02 patch 13.

I dont think so, I think the only option is going to be a full download. Install it right over the game you have so you wont lose your settings.

The full download comes from the same server as the patch download does.  Usually means there is something blocking the patch download, like some anti-xxxx software.
