I changed my monitor from an 32" hd tv to a new 50" philips 4k. my fps stays at 30 regardless of what i change on the desktop. i can crank my graphics up or compleatly drop them down. But no change at all. But once i disable the vsync they stay up around 80 or more regardless of my settings. is it safe to run AH3 with it off? it does say fram rate testing only next to it. I have done all i can from desk top. its set to 60hz. all the other games i tried didnt have the issue.

System

Rx 470 gpu
16gb ddr4 ram
windows 10

You may wanna go into your display properties and make sure your refresh rate is set to either 60 or 144 120 whatever it offers. When I first installed mine it was the same way..

i did. thats why i'm puzzled here. if i disable vsync in game and/or from radion settings fps stay high. but is that safe? or will i experience problems?

V-synch seems to be telling you that your new TV has a 30 fps refresh rate.

I think you need to look at your TV settings, not the computer or game settings.

How are you connecting to your new TV? HDMI?
The version of the HDMI port on your TV could limit you to 30 fps if you are running at 4K.
Some TVs have different quality/versions of HDMI ports. Port 1 is usually the higher quality port that is optimized for PCs or other high performance applications.
Hopefully, this is a minor setting problem. But if you set your display to 1080p and you can get 60 fps, then it is probably the HDMI port on the TV that is limiting you to 30 fps.

If you are using your old HDMI cable it will not pass the data for 4k. The new HDMI cables are marked HDMI 2.0 or the newer 2.1.
Using the older cable will limit your FPS.
