Strange Video Bar Showing on top of scree

Can't help with that.  But why does the text look so funky in DX9? 
Quite tacky compared to DX11

Looks like his Anti-Allison is turned off for the text.

As for the bar, what does your Dxdiag look like? Post the first third here.

How can we turn it on for text?  The only ant-aliasing setting is On/Off in graphic settings.
Compare it to DX11.  Text just doesn't look right in DX9.  Almost like a different font or something.

Text looks different also because of the chosen font size. Some sizes look nice, some funky.

What I find odd in the bar is that it doesn't show all the way. It looks like it starts in the word "Used". Could it be a malfunctioning cloud texture?

Looks like that Horizon, where the water and land meet, issue we had a while ago. I have it at times when above cloud layer. When you look at where the clouds stop and terrain is visible again. Its just at top of screen because of location/angle his VIEW is coming from
