I would combine this idea with additional earned "perks".
Positives:
Smaller map
Two sided war
No perk costs for equipment
Balanced equipment
Faster engagements
Negatives:
Limited equipment
Lower population
Lacking strategic transition into main arena (could also be a positive; depending on viewpoint)
True on all fronts. The limited equipment and a low population were always faults yet perks of the CT/AvA. In our hayday when we had at least 50 people on during peak hours the low population I felt with the smaller maps it didn't matter much as you generally engaged over one or two airfields anyways...with base capture off the table, it was generally an aerial or land based slug fest or time spent practicing squad tactics.
And when you did engage, you didn't watch 7 friendlies chase someone down who got too low and slow, you watched 3 vs 3 squad engagements...which often lasted up to 30 minutes if you had a bunch of good sticks. Position, engage, disengage, gain alt, re-engage, position, fire, disengage, regroup.... rinse and repeat.
You didn't have to worry about 10 friendlies showing up and jumping in on your fight.
