North Korea has already successfully tested nuclear devices as well as the means to deliver them to the mainland United States. Why would North Korea disarm now? It is far more likely they are buying more time to finalize a 'defensive' weapon.

Money.  The U.S is probably offering a huge sum to disarm.  Much cheaper than a prolonged air campaign against North Korea.  Carrot and the stick.  Plus I think even China stopped buying coal (the main export of North Korea) from North Korea over this nuclear arms testing.
