Can't find anything on the "why".  Was he just not gruntled and decided that needed to be done?

Somehow I missed that first time around.  Since nobody was hurt, that was kind of amusing in a "You don't see that kind of thing every day" way.

He was reprimanded.  Reading between the lines, I'd theorize it was likely more the fact he shared the video than his behavior.

Sgt. John Skipper, 29, was found guilty at court martial in Vilseck, Germany, of destroying military property and giving a false official statement, according to a statement from the 7th Army Training Command, based in Grafenwoehr.

Skipper was sentenced by a military jury to a bad-conduct discharge and reduction in grade to E-1.

Skipper, a scout who had been assigned to assist the brigade’s Italy-based parachute riggers during the exercise, intentionally cut parachute straps on three Humvees included in the heavy drop during the exercise, the jury found.
DEFINITION OF A VETERAN
A Veteran - whether active duty, retired, national guard or reserve - is someone who, at one point in their life, wrote a check made payable to "The United States of America", for an amount of "up to and including my life."

You do mean garnish his civilian wages, I'm assuming...since he was kicked out of the military...

UCMJ does not work like that. There is a finite limit as to how much and for how long you can reduce an individuals pay. In this case, take solace in that no more of your precious tax partial pennies will be used in his salary.
