You need to name your custom made tiles to te correct names ( EX: terr0000 is water) and put them into the same folder as the new map.
Also you'll need to continually hit "build terrain" on the left drop panel , this is what refreshes and "builds" the terrain. Also if the tiles show black , ya did something wrong ( usually saved as 24 bit instead of 8-bit) Recheck your size, the tiles NEED to be 256x256 pixels and 8-bit, any deviation from that your tiles will not show!!
Oh, and sometimes you can do EVERYTHING right and it still screws up! So constantly save your files.
Also, i still use the original TE, the TE2 doesn't save my elevation right.
So i use TE to design the maps and TE2 for the strats.

I cannot get Ground cover detail to show in Map maker and when I "export" and then move and name change to the proper folder then use the set terrain in the old editor (exit and save)I get a terrain file with no texture tiles. But some checks revealed that I had got a sea scape that was contoured to the exact (rescaled) profile of my original.
Things I think I did right!
Unchecked to .tar thingy in win zip.
Downloaded the .cfg file (but did I put it in the right place?)
Any ideas????
Also the AH terrain editoer continually defaults to 256 miles when I want to work at 512 miles!!!!!!!!!!!! any suggestions??
