1. Start the app, go to the "Offline Missions" section and download a mission you don't already have. Note that works. Good.
2. Cancel that, and then simply go to "Offline Practice" and enter a practice terrain.
3. From there, go to the "Staged Missions" | "Select Mission" and try and download a mission for that terrain you don't already have. It won't download. It is never marked as downloaded.
4. Now exit the arena and go back to "Offline Missions" section and download another mission you don't already have. Note that now DOESN'T works either. Not so good.
Restarting the game gets "Offline Missions" downloading again, but trying from within the Offline Practice terrain gums it up.
