I agree with this. Sometimes you need to switch targets. With that said, if their plane is still capable of semi-controlled flight, it hasn't been shot enough.
As far as cheating, I've seen enough stuff in the last ~15 years that looked like magic to me until it was explained to me that I'm very, very careful about automatically thinking "cheat" when I see something that doesn't look right to me. Unfortunately I don't think many people can be convinced otherwise about most of the common cheat calls.
