After flying this several times, here some observations and suggestions:

GV's seem fine; without the Wirble or Ostwind just the M16
Disable manned ack with auto ack set to around 0.5 or 0.6
I thought A4 to A12 worked best, with A3, A5 and A13, A33 for support. It's about a 2 -3 minute flight from 4 to 12 and that isn't enough time for a level bomber to climb out, line up on target, calibrate and drop. The short flight time between fields makes them easy to cap so when you do roll a bomber, you may not even have time to climb out before getting bounced. Attack and bomber drivers will be happier if they have some time / distance to set up a decent run.
Tone down the radar a bit. Right now everyone can see everyone the minute they spawn. I'd suggest a TowerBasedRadarRange of 9000 with bomber and fighter warning ranges to match.
Clarity on the requirements for base capture since it's different than the MA and there is no town in play.
Consider the idea of seeing which side can establish the strongest position on the opposite side of the river in a set amount of time, not just capture a single field then reset.
I'm having fun with this and think it's an interesting idea with lots of potential. All of this is meant only as ideas and constructive critique.
