Survive After Takeoff With 3 Enemy Within 1 Mile ???????

What is considered a mile in here?  I took off multiple times with 3+ enemy within a mile (based on my math any way) and far exceeded the 1 min requirement but no achievement awarded.    So I got vulched 20 times for no reason trying to figure it out...
