Ethical question about trolls

How come trolls were able to lock those threads without getting obvious rule violation penalties?

On today's board it is often hard to tell why a thread is locked. Early on we would get some sort of explanation. At least that gave us something to consider so that those who care could steer clear of that type of post. We have the rules in writing, we just do not know how those in power and the users comprehend them.
