It was neither.
It’s the result of adding massive amounts of water to places where it has historically never existed and the removal of water from where has historically existed.
When you do this, you disturb an equilibrium that took eons to stabilize.
California is reaping what they sowed.
It doesn’t rain where it used to.
Now, we have the water pumped to California evaporating there into the atmosphere and heading out to sea instead of that water evaporating from where it was pumped.
This kind of change affects everything “downwind or downstream” of where the changes (by humans) occurred.
Now draining Florida marshlands is another example of humans moving great amounts of water and affecting a change to an area much larger than Florida itself.
