Bit of a long post here, please bear with me.
Frame 2 scores with the double ground object point values.
Clearly I missed the mark on the points revision after Frame 1. The Axis definitely was able to destroy some ground targets in Frame 2 and ran up the score.
In fact, the Axis would have won the frame even with the original point values, but by a slim margin.

I don't think anyone doubts that the Axis won Frame 2 just as the Allies winning Frame 1 is also not in doubt.
So this leaves me with a conundrum. Do I revert back to the original values and hope the Axis can score enough to make it close, or do I leave the revised system in place and hope the Allies can destroy enough attackers so that the Axis can't score much?
With both sides each having a landslide victory in the frame where they benefited most by the system, I'm inclined to believe that another system change is needed - to a near middle ground in terms of ground object point values.
Here are the scores for both Frames 1 and 2 with Hour 1 hangars and bunkers valued 1.5 time their original value and Hour 2 hangars getting the same x1.5 boost. Hour 2 bunkers are 1 point per the original system.
With that system, both frames have a 113 point margin of victory. I think we'll go with it for Frame 3.
Sorry for moving the goal posts once again, but I want the points to reflect the apparent feel of the frames and not have either side face too much of an uphill battle to win.
