I don't know what the trace route looks like from one point to another inside the States, but here's what it looks like from the Philippines - and I have super fast and low latency fiber service here.

That's a peer routing issue on your end - well your ISPs end. Without digging to deep it looks like you're routing across to Singapore, Tokyo, Seattle, NY, then to HTC. I have the same sorts of issues from NZ. Basically your ISP is using an upstream provider who has some crappy routing. The easiest way to fox it (for me) is to use a VPN like Express VPN - which effective bypasses your ISPs routing to HTC.
