That was a bit unexpected. By this definition no men exist in the US from now on. Or to be strict: No sex at all exist, everyone is nonbinary since reproductive cells do not exist at conception. Not sure what the intention is but the legal consequences would be big.

The overall intention is to ultimately limit the gender confusion terminology along with preventing at birth men to compete against at birth woman in physical sports that are not deemed "Co-ed". At "conception" here most likely means "undoctored" after conception or natural creation.

And here is were the issues really begin. Because Xy does not = male. It most likely does but it can become a female. And it become even more complicated with identical twins, they start off as a single  Xy-cell but can in very rare cases develop to a boy and a girl. And this is because sex isnt decided at conception, at that point its just a single genderless cell. So the result is that it will be impossible to legally be a man or a woman.

Wouldnt have this problem to begin with if men wouldnt pretend to be women so they can play in womens sports

It's actually pretty simple. If they don't have ovaries and reproductive organs that can produce a baby inside their belly. They are not female. Woman have naturally weaker stomach midsections because of the proproductive organs. Along with smaller hands and feet naturally that 100% reduce their strength over men. Their weaker mid section means they don't have as strong as torso as men, and therefore would not be able to produce as much power as a man. That is 100% why they should not be able to compete in sports that arent labeled Co-ed. From an identity point of view the state must have accurate records of who the person is so they can identify properly in case of emergency.  No one is saying you cannot be trans, but the Overton windows continues to shift so much that it's confusing the hell out of everyone.
