My 2 cents:
It's all a crutch that's kinda difficult to balance. The real problem is the terrain that came with AH3. While it was a much required upgrade and looks so much better than the old, it really messed with GV combat. In AHII, you could hide from planes, but that cover was more sparse. But more importantly, you could not hide forever from enemy GV like you can do on many maps in AHIII because of the thick undergrowth. You could only hope to be overlooked for some time, but not forever (or someone looks at the film)

This is a still from an old AH2 TankTown film. An enemy tank could blend in and hide under the trees to be reasonable safe from aerial spotting, but you are never totally blocked from enemy GV.
The old terrain also made vehicle choices much more varied. The object list at the beginning of said film shows 25 Panzer, 5 M4, 5 T34, 4 M18, 3 Hetzer, 3 Panther, 2 Jagdpanther 2 M3, 2 Tiger
and 1 A20, Fi156, Jagdpanzer IV and Tiger 2 each. Vehicles like Hetzer and Jagdpanzer have almost become extinct today.
