Used to build RF shielded rooms in the early 1980s and I know how most every tall office building inside the beltway has one or more.   

I also think that doing the business of war in place with history like the war room(s) could affect the people meeting to hold themselves to a higher standard.

I foresee some peepee spanking coming soon as well as a policy change regarding personal phones for "duty" use. If nothing else the killary server debacle should have cemented some need for supervision of commo procedures / equipment. I simply see no reason for a senior staff person to be using civilian phones for official use period. I don't care what app. They should be using issued secure gear operating outside of civilian channels for official use.
