The title says it all. A breakdown would be better for absorption.
1) Only on small maps (SMPizza for example)
2) They would launch from the uncapturable bases from each country
3) Each country would have missions for both opposing countries
4) Missions would target the country strats and the opposing country's uncapturable bases (fuel providing) plus fighter sweeps
5) Missions would run on a time clock schedule repeating every X amount of hours
Look at WW1 Western Front arena for good example.
This would give the staged mission creators plenty of area to work with.
