If you’re saying 29 players have to be in the MA for the minimum ENY threshold to be met, I don’t believe it’s that many. I see it start to go in effect and increase regularly around 0700 EST w/about 4-6 Knights, 2-5 Rook and 8-10 Bish. On the high side that would be ~21 players. Often, at about 0900 there will be 15+ Bish, 3-6 Knights and 2-5 Rook. That’s when we see the B-24s stop and it’s Tu2s, B-26s and B-25s for quite awhile. It still only takes 2-3 sets of bombers and a couple Jabos to make it nearly impossible to stop rolling another base every 10-12 mins. Or just one M4 w/rockets and the base capped.

These are takin around noon on Sunday est.
It means no lancs for the Bish, but leaves B17, B24s, and Tus still available (20 ENY).
Also at this time Knights have captured a line of bases to the Bish HQ and have flatten it so Bish are without radar, so the game looks completely dead to any new player logging in as a Bish. Great selling point that is

ENY is tricky, but necessary. Lower numbers seem to cause issues. But in todays layout it looks more like the Bish cant be bothered with organizing or defending. They are hardly "dominating" the map yet are the one under attack even though they are being hit with ENY. That is where the frustration comes in. On the other hand if the bish got it together like Finetime and the Knights are doing right now would ENY be a problem then?
