I don't know of any sites for plug-ins, but I do know if you know how to use paint really well you can do a lot of really kick oscar things with it believe it or not. For instance, I have my desktop as a pic I made mostly with paint. I only used Photo Shop for the lens flare. I wish I could show you it on here but I have it on my hard drive and not a URL. If you know of a URL I could put it on for a while, I would show you. Also,
Google has a really good search engine. Try using the words "Adobe Photoshop x.x Plug-Ins" or something, it will come up with something. Good luck with your search.
