If you mean deck then you are prolly right but when I fly the Tempest I do it at alts between 15-22k and its nothing rare to meet spits over 25k. And at those alts even Spit IX can be a pain not even mentioning XIV...

BUT! Lets wait until its out and the do the judging ok?

But don't we see this already everytime some higher priced perk appears on the scene near the furball? Everytime I fly Tempest every red con breaks whatever he is doing and goes after me. Sometimes its even funy when you fly over enemy B-17 or lanc about 1.6k above him and the poor guy in the buff sprays all his ammo up into the sky in a desperate try to kill you although you have absolutely no interest in the buff. In situations like this I just roll inverted and watch the spraying buff and the spit, p51 or whatever green coming on him from his dead 6 and killing the buff while he was busy trying to kill the perkplane

Spitfire XIV came out in 2.01 version of WarBirds. Last version Pyro/HT were involved was 2.5.
