Despite being a low-scoring pilot, I'm against the perk welfare system where people start with a certain amount of perk points. Too many will blow them all too quickly and then complain.
Absent a Rolling Plane Set - AH has too few aircraft for that - how about letting all pilots fly each perk plane for free once per tour / month / whatever? If they land successfully - or the arena crashes - they get another go. After that they have to earn perk points to fly them. This will allow low-scorers to fly the uberplanes once in a while yet not unbalance the arena, nor create the complaints that welfare points would engender.
I do feel though that the ultimate solution will be the RPS.
