well flak 43 seems right but the mount is interesting....maybe a rail mounted model?

I dont think that is a German gun. Looks more Japanese to me.

Did the German FlaK guns really have loading mechanisms like that? I thought they had "magazines".

The mounting looks strange cause you can only see the very top of the panzer IV chassis. The two wheel looking things are the tops of the spare road wheels that are stored on the rear hull.
The Flak 43 was strip fed and strip feeder rotated with the trunion.
The earlier 37mm german guns where all scaled up 20mm and they used magazines i believe.
