I use Primenet Hosting and haven't had any troubles with them.  I've used them for almost a year now, and have only seen them down once.

By the way, I use my ISP's hosting service. I have a local ISP. They give you about 2 meg for free. So, like a good American, I keep adding to it til they say something. I'm up to 10 meg of my free 2 meg.

My ISP gave me 10 megs and local computer-magazine 50megs more, All without banners etc.  
Sometimes I put up a FTP-(G6) or a web-server(Savant) on my home computer if I need to transfer files from home to work.
So basically I have +45gigs free space without banners

Alot depends on what you want to be able to do with your site.

Will you be doing any scripting?
(PHP, Perl, Python, ColdFusion, etc...)

Do you have a preference for Unix/Linux/NT?

How much bandwidth and space do you expect to need?

Will you need telnet or ssh?

Will you need a database?

One good place to start is http://www.webhostingtalk.com/

I'm currently using http://www.webpipe.net/  but am looking for a new host myself because webpipe seems to be lagging of late. I've recently been checking out these guys: http://www.site5.com/  and they look pretty good so far.
