My knowledge about the Pe2 is =0 so i could' not argue about that.
For the other planes:
My opinion is, that MA usage is not the most important pro or con for modeling a plane (see Spit 1, F4F...)
For me the most important argument is the usage and usefulness in RL but not only production numbers.

Production numbers
Yak-1 ~8700
LaGG3 ~6200
MiG-1+3 ~3400

Yak-1 and LaGG-3 where comparable to their german counterparts. The MiG-3 was not regarding to its very bad low and medium alt performance.
Because of these and the already modeled Yak 9U and D my vote goes to the LaGG3 even if its not the most pretty one.

BTW I second ur opinion about the P-39.

developed from the PB100 which in 1940 had failed to meet its production targets.....the Pe 2 went thru variants

The little pawn

Pe 2 1941...280mph SL/ 320mph 10k...........climb 9.2 mins to reach 16.4k figures with 600kg internal bombs including a 100kg in each engine nacel bay plus 4 x FAB 250 or 2 x FAB500 on the wings. I am unsure of the FAB weights as the max bomb load is given as 1000kg. wings could also take upto 10 rs132 rockets.  It had a crew of three with level bomb sights (navigator/bomber) and dive bomb sights for the pilot. 2 forward pilot operated Beriznins and one bereznin/shkas for navigator/rear gunner each.

Bomb load was increase in  Sep 41 and 1867 wer built by the end of 41

To the Pe2I of 1945 ........... 343 mph SL /  407mph at alt? 7.1 mins to 16.4 k but only 5 were produced before the war end

However with all the varients in between  over  10,500 pe2's were delivered to the VVs with over 9,500 of those being the dive bomber version before the end of the war.

Tilt

The Yak 1 and lagg3 were very inferior to the  109F and later 109g2 it was not until the La5Fn that the VVs had comparable  fighter aircraft and not until the La 7 and Yak3 that they had "superior" aircraft and then only when low.

I prefer an early single seat fighter instead of a fighter bomber. But to be honest, yes it would be a great addition to our planeset.

Well its single 12.7 mm UBS mg at dorsal position and theres one more at belly position. 110 twin mg is quite useless but this gun got some heavy punch :)

Not sure but i think that IL-2 got same gun at back.
