Unless it's some sort of trick the picture shows the French battleship "Jean Bart".

Since, as mentioned, the name is on the ship in the foreground... how about we try to figure out the name of the ship that is tied up to it?
(Although I suspect that is a hopeless task.)

The French held on to the Jean Bart til 1969 before scrapping her, her sister ship the Richelieu was scrapped the year before
