CM Privs needed to modify Arena settings Offline??

Today I wanted to toy a bit with Arena settings in Offline mode and AH keeps telling me that I need to have CM Privs. to change any option???!!!

What the hell?? Im pretty sure it worked just fine in past... ? I repeat: OFFLINE mode! (and so does the H2H when im hosting the game)

Any ideas?

I know when you start in the game you are a Bishop.

just type     .country 1

then try adjusting the arena settings.
