Have a one-week tour where all planes are free. Then for the next tour assign each plane a perk cost proportional to it's % of total kills achieved. All planes that kill less than 5% would be free. Every tour assign perk costs according to last tour's stats. That way no one can argue about what should or shouldn't be perked.

Right on.
There is no better way to regulate prices on anything in a game, than by adjusting it based on what the players do. That way there can be no squeaking about something being wrong, the prices are set to regulate usage to exactly what they want it to be. It might take a month or two for things to level out but once it happened, the values would definitly make sense.
I find it odd that, as relativly simple as these systems are to implement, few games actually use anything like it.
