tahgut, he's asking for a set aside time for the practicing of religion.  That would be an endorsement of religion (tho obviously not a specific faith), IMO.  Also, I don't think tax money should be spent on religious observances.  Having a set aside time in school like Les mentioned would be just that, once again, IMO.

As for the picture.  A Florida Driver's License is a form of identification, specifically a photographic one.  That picture is not valid from the standpoint of identification.  Say she gets pulled over.  How on earth does the officer really know the female carrying the license is the same one in the picture?

It ain't about driving. It's about an I.D. The drivers license is the most legit I.D. in use today. How can you identify someone who has their face covered up? In FL, it's a felony to have a fake drivers license. How can someone tell if the person in the picture is the person in the picture or not?

Sorry them the rules, if she don't like it, she can lump it. It's crazy to try and defend this in the name of "religion". She can stay covered up, she just doesn't get a drivers license.
