Same thing here: hard to find a fight so I start one myself.
I grab an FM-2 with drop tanks and rockets and putter out to a small enemy airbase along the border. As I close in, the airbase will start blinking to get the attention of the enemy. I rocket the ack-ack and strafe whatever I don't kill with the rockets, then circle the field and wait like a spider for something to fly into my web.
Eventually something will up (I say eventually, hence the need for the drop tanks). Since the FM-2 is slow as molasses in winter, the enemy can usually get into a fighting position before I can catch him, and when we clash, its usually a pretty good fight because nobody runs from an easy kill (who's afraid of the little FM-2 anyway?).
If that doesn't work, then I'll hook up with some of my countrymen and fly an FM-2 in support of a base capture. FM-2s can be dead meat if caught alone by multiple bandits, but can be wonderful in multi-plane furballs down on the deck. The FM-2s slow airspeed makes them pretty good C-47 escort planes, too, so long as you don't have to chase anything coming in high and fast. You may not land your kills, but you'll have a lot of fun fighting.
