Has the fuel modifier been adjusted since v1.10? I don't think so but I feel it should. I think most would agree that flying to a fight tends to take a bit longer with this new map and maybe an adjustment to the modifier is in order.
With all the milkrunning going on it seems that it's all to easy to isolate a field for attack by hitting the fuel at surrounding bases forcing longer flights for defenders....which is their purpose but having a fuel modifier that further hinders base defence is not condusive to fair gameplay IMO.
