Vort... I played with noise a little, wasn't happy with the results. Old and weathered doesn't
automatically mean noisy... the effect can be overused. I'll play some more with it, see if I can get it to look right
Joe... yes, it's PhotoShop. With an unaltered picture (while the blue sky is constant and even in the background) do the following:
1. Using the eyedropper tool, sample the blue sky that is in the immediate area of the Zero. Now your foreground color is sky blue.
2. Swap the foreground color with the background color in the toolbar.
3. take the lasso tool and draw a freehand selection around the zero... this will give you a non-square marquee area.
4. While area is still selected, go to Edit -> Transform -> Rotate. Rotate the selection by hand, move it to where you want, double-click within the marquee when it's where you want it.
If you didn't sample the background color first, you'd have a bit of touchup to do right about now.
