What he's saying is that the underlying conditions that have created Al-Quiada have not been addressed, and the US has no interest in addressing them.
This is so very different from the rest of the world, including central Europe, who is altruisticly motivated in all of their international efforts. I think that our government has a fairly good understanding of what has happened to create this problem, and I think the governemnt understands the degree to which we have helped set this path.
Fixing the situation, on the other hand, will be a difficult task.
If you don't think that we are working that end, you're a fool. While most of the American Public is somewhat oblivious to the situation, the Government is working on it. Whether they are making progress or not is debatable, but to suggest that they are not interested in working on the situation is baseless in my opinion.
