i would guess that whomever put together the Cantieri Z-506 Airone (the biggest float plane i know of), put togther this water walker...tail unit is similar to Z-506, too

It doesn't quite look like Fw200.
The center fuselage grows thicker from the nose and horizontal stabilizers are going through vertical stabilizer.
In Fw200 horizontal stabilizers are attached in line with fuselage.

OK, It is, Cant Z 511
