Nonsense.  My wife went range shooting for the first time in her life a couple years back with my grandfather.  He gave her a .22 hunting rifle with a medicore scope and a target at 100 yards.  After half an hour, she was hitting every shot within an inch of where she was aiming.

To call this cold blooded murderer a "sniper" is giving him way, way too much credit.

Torture, maybe.
But its very important that he is caught alive so that we can study his mind and motivations, wich would aid greatly in future investigations.

All shots less than 100 yards.  I could teach you to do that in 30 min.

I'm not saying what I want to happen, I'm saying what will happen if he gets caught alive.
He will get psychologically tortured. They will break him down to the point he wished he never started this. And then, when his mind is wide open, the studying really begins and we reverse-engineer his twisted mind.

The shots at night indicate at least a 4 power scope was used.

Anyone with a scoped rifle is a marksman.  Do it with iron sights and it takes a trained person.  Scope or iron sights you can bet the person is at least using the seat(s) as a bench, or they have a bench setup in the rear of the vehicle.

Notice how after the media experts cited geographical profiling that the shooter started ranging further for the targets?

I shot 2 deer in my life at 125 yards, with iron sites, both deer moving, one hit in the neck, the other just behind the front leg (instant kill, right thru the heart).  I am not a marksman.  

OTOH, my gunnery sucks in AH. :D
