Still waiting on original question what city is surrounded by 1 state  but belongs to another state.


 Only city in america you have to go out of state to get to city, from own state .

a CITY that belongs to STATE 1  is Complety surrounded by STATE 2.


 if a & b cities were in Ohio and to get to city A you would have to leave Ohio to get to it. Then A would  be answer.

Carter lake IA.

It is in the middle of Omaha Ne. The missouri river flooded. most  cities cut off by rivers new path joined Ne. but not  Carter. Because you can't sell beer or cars on sunday in NE.  thats why carter lake stayed a Ia. city to sell beer and cars on sunday.
