Perk bonus to encourage balance in main?

HTC has used perks very effectively to encourage and discourage certain types of planes from being flown.
Would it be possible to use something like that to encourage
those, interested in a perk advantage, to fly for the most reset country?   This could change from country to country if it was
sucessfull.   Maybe give it to the most reset country until things start to equal out a little.    Some guys will fly anything for extra
perks 202 etc.  maybe they would fly rooks in a 202 and go for a
record perk haul?   We know you can't force people to do what they don't want to do but sometimes a little reward will accomplish the same thing?      Just a thought .

Very good idea, but the current perk system doesn't have much of an effect on people's flying habits, IMO. The perk system would have to be revised before this would have a large effect. There's no reason not to implement it right away though.
