My vote for a perk vehicle is the Large German Railroad car mounted artillery (cannot remember it's name right now).

It can hit 'stuff' from half a map away and have it so that it blows up everything within a reasonable large radius of it's impact.  What would be cool is after it is fired you actually follow the round down range and actually see it hit.  Rate of fire would be like one every 3-4 minutes with a limit of maybe 5 rounds.

Hwkeye, for that matter, why not just give us the Paris gun for a couple thousand vehicle perks?  Point and shoot anywhere on the map.
